In fact, customs codes are based on the International Convention on the Harmonized System of Commodity Names and Codes (HS) to classify commodities in a scientific and systematic way.  HS uses a six-digit code to divide all internationally traded goods into 22 categories and 98 chapters.  Chapters are subdivided into headings and subheadings.  The first and second digits of commodity code represent "chapter", the third and fourth digits represent "Heading", and the fifth and sixth digits represent "Subheading".  The first six digits are the HS international standard code, and the last two to four digits are the extension of the customs in each country according to the actual situation, so we often say that the first six digits of the customs code is the international common.
